Biographical/Historical Note
Henry C. Mills (1901-1992) was born in Sydney, Nova Scotia. He received a bachelor's degree from Mt. Allison University in 1921 and a doctor of education degree from Harvard University in 1931. He taught education at Acadia University and the University of Buffalo before becoming an assistant professor of education at the University of Rochester in 1935. In 1948, he was named the first Earl B. Taylor professor of education.
Mills became assistant director of the University School and director of the Summer Session at the University of Rochester in 1938. In 1947, he became dean of the University School. In 1952-1953, he took a leave of absence in order to serve as a consultant to the Ministry of Education in Turkey and to lecture on teacher education at Gazi Teacher's Training College in Ankara.
In December 1953, University of Rochester President Cornelis W. de Kiewiet appointed Mills Vice President for Educational Administration of the University, a position Mills started in 1954. This new position included coordinating academic programs across the University as well as overseeing programs that were to develop after the Women's College and the University School's move from the Prince Street Campus to the River Campus. During the early years of W. Allen Wallis's presidency, Vice President Mills oversaw the admissions office, dean of students' office, registrar, chaplain's office, University Computing Center, student health office, and the conference office. From 1963-1964, Mills also served as acting dean of the College of Business Administration.
Mills was a member of various organizations relating to education and to hospital and nursing administration, including the Association of University Evening Colleges, the National Society for the Study of Education, the Commission of Higher Education for the Middle States Association of Colleges, the National League for Nursing, and the Visiting Nurse Service of Rochester.
In September 1964, Mills left the University of Rochester to become vice chancellor for academic affairs at Long Island University. In 1967, he became vice president and provost of St. John's University. He retired in 1971.

The Henry C. Mills Vice President for Educational Administration Papers contain materials for the academic years 1958/1959 through 1963/1964. The collection is organized by year, and each year consists of three sections: staff folders, folders corresponding to schools and colleges at the University, and subject folders.
