Biographical/Historical Note
General Cecil E. Combs was born in Dallas, Texas, on 21 October 1912. He attended the University of Chicago for two years (from 1929 to 1931) and graduated from the United States Military Academy at West Point with a B.S. in 1936.
During World War II, Combs served as a bomb squadron and group commander in the Philippines, Australia, Java, and India. From 1953 to 1957, Combs directed various Air Force Education programs. These positions included organizing and commanding the United States Air Force Officer Military Schools at Lackland Air Force Base, serving as Deputy Commander of the Crew Training Air Force, and serving as Deputy Director of Personnel Procurement and Training at the Pentagon. While working at the Pentagon, Combs earned his M.A. degree in political science from George Washington University. In 1957, he was named Commandant of the United States Air Force Institute of Technology at Wright-Patterson Air Force Base, a position that he held until 1965. In 1962, Combs was awarded an honorary Ed.D. degree by the University of Dayton. Combs's military decorations include the Distinguished Service Medal, the Silver Star, and the Legion of Merit. Additionally, he was awarded the General Fairchild award for his contributions to Air Force education on 29 April, 1967.
In 1965, after retiring from the Air Force, Combs became Associate Provost for Special Programs at the University of Rochester. In this post, Combs oversaw the University School, summer sessions, community service, and a variety of other programs. In addition to these responsibilities, Combs served as Acting Dean of the College of Engineering and Applied Science for the 1966/1967 academic year and as Acting Dean of the College of Education from 1968 to 1971.
During his time at the University of Rochester, Combs was also a member of the Rochester Area Educational Television Association's board of trustees, secretary of the Rochester Committee on Foreign Relations, vice president and acting president of the Rochester Performing Arts Foundation, and a member of the Seminole Pollution Equipment Corporation's board of directors.
Combs died on 27 December 1982.
Scope and Content
The Cecil E. Combs papers consist of materials from his time as Associate Provost of Special Programs at the University of Rochester (1964-1969). The materials include intramural correspondence at the University of Rochester; correspondence with other universities and businesses such as Xerox; personal correspondence; information about University of Rochester programs such as Summer Sessions, Freshman Week, graduate studies for Rochester-area professionals, and the African Student Center; annual reports; and materials relating to the Air Force and to Combs's work with the Rochester Area Educational Television Association and the Rochester Committee on Foreign Relations.
Arrangement
Files have been kept in their original order in three alphabetically ranges. Each range may correspond to a certain period of use; however, there is much overlap in dates among the three ranges. Personal correspondence files appear at the end of the first alphabetical range. Several files in the collection are empty; this has been noted in parentheses after the file title.
